Schedule (Section 164)

Section A: Equipment

Two Hygrometers§

1.

In a room in which humidity is artificially raised, two hygrometers fulfilling the requirements prescribed by the Minister by Order regarding their construction and maintenance shall be installed and maintained; one shall be fixed at the centre of the room and one at its side or in a place and position directed or approved by an inspector, provided that they shall be clearly visible to the workers.

Exemption§

2.

The Chief Inspector may by certificate direct, in respect of a factory or a room therein, that it is sufficient to install and maintain one hygrometer instead of two, and it shall be fixed in a place and position directed by an inspector.

Humidity Chart and Registration Form§

3.

Near each hygrometer there shall be hung a form prescribed for the recording of readings and a humidity chart as follows:

Reading of Hygrometers§

4.
(a)A hygrometer shall be read at each of the following times on every day on which persons work in the room:
(1)if work is done in the morning – between 10.00 and 11.00;
(2)if work is done in the afternoon – between 15.00 and 16.00;
(3)if work is done before 06.00 or after 20.00 – at such other times as the regional inspector may direct.
(b)The reading of hygrometers and the recording of the readings in the registration form shall be carried out by a person appointed for that purpose by the occupier of the factory.
(c)Registration forms, after the last entry therein, shall be kept at the factory for inspection.

Records as Evidence§

5.

The records in the registration form shall be prima facie evidence of the humidity of the atmosphere and the degree of heat in the room.

Section B: Limitation of Humidity

Limitation of Artificial Humidity§

6.

Artificial humidity shall not be raised in a room in any of the following circumstances:

(1)the reading of the wet-bulb thermometer has exceeded 22.5 degrees Celsius;
(2)in a room in which cotton is spun, or merino or cashmere is spun by the French or dry process, or wool is spun or carded by that process – the reading of the wet-bulb thermometer has exceeded 26.5 degrees Celsius;
(3)the difference between the reading of the wet-bulb thermometer and the reading of the dry-bulb thermometer is less than the difference specified in the humidity chart.

Prohibition on Use of Harmful Water§

7.
(a)In raising artificial humidity, water shall not be used that is liable to cause harm to the health of the workers or to cause a harmful or offensive stench.
(b)For the purposes of subsection (a), water shall be regarded as liable to cause harm to the health of the workers if it absorbs from an acidified solution of potassium permanganate more than seven milligrams of oxygen per litre of water within four hours at a temperature of 15.5 degrees Celsius.

Limitation of Humidity by Special Method§

8.

If it is intended that the atmospheric humidity in a particular room shall not exceed a humidity in which there is a difference of at least 2.2 degrees Celsius between the reading of the wet-bulb thermometer and the reading of the dry-bulb thermometer, and notice to that effect has been given to the regional inspector in the prescribed manner – the provisions of this Schedule regarding the reading of hygrometers and registration forms shall not apply in respect of that room for so long as at least that difference is maintained and a copy of such notice is displayed in the room.
