Definitions§

1.

In this Law –

"rabbi" – a city rabbi or a neighbourhood rabbi, whether in a full-time or part-time position, whose salary is paid, in whole or in part, by a religious council, a local authority or the Ministry of Religious Affairs;

"city rabbi" – as defined in section 15(a)(2) of the Jewish Religious Services Law [Consolidated Version], 5731–1971;

"neighbourhood rabbi" – as defined in section 7(5) of the Chief Rabbinate of Israel Law, 5740-1980;

"permanent place of residence" – the place where a rabbi resides with his family for the majority of the days of the year;

"place of office", in relation to a rabbi – any of the following:

(1)a city rabbi – the jurisdictional area of the local authority;
(2)a neighbourhood rabbi – the bounds of that neighbourhood;

"the Minister" – the Minister for Religious Affairs.

Residence at Place of Office§

2.
(a)The permanent place of residence of a rabbi shall be at his place of office; for the purposes of this Section, a place of residence located outside the place of office shall also be regarded as a permanent place of residence at the place of office, provided that it is within a distance of no more than 2 kilometres from the rabbi's place of office.
(b)A rabbi whose permanent place of residence was not, on the eve of his appointment or election as rabbi, at his place of office as required under this Section, and who has not moved to reside at his place of office within one year from the date of his appointment, shall have his appointment rendered void at the end of that year.
(c)A rabbi whose appointment is liable to be rendered void under the provisions of subsection (b) shall prove to the Minister, or to whomever the Minister has authorised for this purpose, before the end of the year referred to in that subsection, that his permanent place of residence is at his place of office; if he has not so proved – his appointment shall be rendered void at the end of that year.

Implementation§

The Minister is responsible for the implementation of this Law and may make Regulations for its implementation.

Transitional Provisions§

4.
(a)A rabbi whose permanent place of residence was not, on the eve of the publication of this Law, at his place of office as required under section 2, shall move to reside at his place of office before the end of one year from the date of publication of this Law; if he has not moved to reside at his place of office as aforesaid – his appointment shall be rendered void.
(b)The provisions of section 2(c) shall apply to a rabbi as referred to in subsection (a), with the necessary modifications.
