Purpose§

1.

The purpose of this Law is to establish an annual commemoration day for strengthening the standing and empowering the families of widowers, widows and orphaned children in Israel, and to express the commitment of Israeli society to their rights, which are founded on the values of the State of Israel as a Jewish and democratic state.

Definitions§

2.

In this Law –

"orphan family" – a family in which one or more children who have not yet reached the age of 18 have had one or both of their parents die;

"the Minister" – the Minister of Culture and Sport.

Annual Commemoration Day§

3.

Once a year, on the twenty-fifth of Kislev, the first candle of Hanukkah, a day shall be held in honour of orphan families in Israel (hereinafter – Orphan Families Day); should Orphan Families Day fall on a day of rest or holiday, Orphan Families Day shall be held on the following Monday.

Marking of Orphan Families Day§

4.
(a)Orphan Families Day shall be marked, inter alia –
(1)in the Knesset, by a special discussion to mark Orphan Families Day on the date referred to in section 3 or on a date close thereto; the discussion shall be held in the Knesset plenum and in at least one committee of the Knesset committees as the Knesset Committee shall determine;
(2)by a special discussion held by the General Guardian on Orphan Families Day or on a date close thereto; the discussion shall be held in cooperation with Government ministries and other entities engaged in the promotion of the rights and needs of orphan families in Israel, widowers, widows and orphaned children, and representing their interests; the General Guardian shall report in writing to the Education, Culture and Sport Committee of the Knesset on the conclusions drawn from the said discussion, within one month of the date on which it was held;
(3)at the President's Residence, as the President of the State shall decide, on Orphan Families Day or on a date close thereto.
(b)The Minister may direct additional ways within the fields of activity of the Minister's office to mark Orphan Families Day, for the purpose of instilling the values and importance of community responsibility towards orphan families and for the purpose of fulfilling the objectives of this Law, all subject to a designated budget to be allocated therefor from the State Treasury.

Implementation§

5.

The Minister is responsible for the implementation of this Law.
