Purpose§

1.

The purpose of this Law is to establish a commemoration day for the subject of unity, social cohesion and mutual responsibility, in Israeli society and among the Jewish people in the Diaspora, and to encourage actions that will promote these values, out of a belief in the importance of accepting the other and in the strength of a united people and society for the fortification of national resilience and for the creation of a sound and worthy foundation for future generations.

Unity Day§

2.
(a)Every year, on the first day of Sivan, Unity Day shall be marked (hereinafter – Unity Day).
(b)If Unity Day falls on a holiday, a day of rest or a day of cessation of work, or on a national memorial or commemoration day, or on the day before or after any of the said days, that day shall be marked on the first weekday following that day.

Activities for the Marking of Unity Day§

3.

Unity Day shall be marked, inter alia –

(1)in special deliberations in the Knesset plenum and in the Education, Culture and Sport Committee of the Knesset, on the date referred to in section 2 or on a date close thereto; if Unity Day falls during the Knesset recess, the Speaker of the Knesset may determine another date for the marking of Unity Day in the Knesset plenum;
(2)at an event at a Government session, if the Government chooses to do so, on the date referred to in section 2 or on a date close thereto;
(3)at an event at the President's Residence, as the President of the State shall decide;
(4)in the education system, as the Minister of Education shall decide;
(5)in activities on behalf of the Ministry for Social Equality and Advancement of the Status of Women, as the Minister for Social Equality and Advancement of the Status of Women shall decide;
(6)in the Israel Defence Forces, as the Chief of the General Staff of the Israel Defence Forces, or a person authorised by the Chief of the General Staff for this matter, shall decide;
(7)in activities on behalf of a youth unit of a local education authority as defined in the Local Authorities (Head of Youth Unit and Pupils' and Youth Council) Law, 5771-2011, in the manner it decides to act;
(8)in activities of non-formal education frameworks, if they choose to do so;
(9)in activities of the pre-military preparatory programmes, if they choose to do so.

Budget§

4.

For the financing of activities under this Law, an amount shall be allocated in an annual budget law under the budget item of the Ministry of Education; in this section –

"annual budget law" – as defined in the Budget Foundations Law, 5745-1985;

"budget item" – as defined in an annual budget law.

Implementation§

5.

The Minister of Education is responsible for the implementation of this Law.

Application§

6.

Notwithstanding the provisions of section 2, Unity Day shall be marked commencing in the year 5785.
