Purpose§

1.

The purpose of this Law is to establish a State appreciation day for the wounded of Israel's military campaigns and victims of hostile action who fought, risked their lives and were wounded in the defence of the State of Israel and its citizens, to extol their courage, acts of heroism and dedication, to express appreciation to those who were wounded in body and spirit in the struggle for the security of the State of Israel and its rebirth and who, in coping with their injury, serve as an example of determination and strength, and likewise to express appreciation for the dedication of their families.

Definitions§

2.

In this Law –

"victim of hostile action" means a victim as defined in section 4 of the Victims of Hostile Action (Pensions) Law, 5730-1970;

"wounded of Israel's military campaigns" means a person recognised as a disabled person under the Disabled Persons (Compensation and Rehabilitation) Law, 5719-1959 [Consolidated Version], including a disabled person to whom that Law has been applied.

State Appreciation Day for the Wounded of Israel's Military Campaigns and Victims of Hostile Action§

3.
(a)Every year, on the seventeenth day of Kislev, a State appreciation day for the wounded of Israel's military campaigns and victims of hostile action shall be held (hereinafter – the Appreciation Day).
(b)If the seventeenth of Kislev falls on a holiday, day of rest or day of cessation of work, or on a national memorial day or national commemoration day, or on the day preceding any of the aforesaid days, the Appreciation Day shall be marked on the first weekday after that day.

Modes of observance§

4.
(a)The Appreciation Day shall be marked, inter alia –
(1)by a special debate in the plenary of the Knesset at the time referred to in section 3 or at a time close thereto; if the time referred to in section 3 falls during a Knesset recess, the Speaker of the Knesset may fix another time for the marking of this day in the plenary of the Knesset;
(2)by an appreciation event for the wounded of Israel's military campaigns to be held by the Ministry of Defence at the time referred to in section 3 or at a time close thereto, with the participation of the President of the State;
(3)by an appreciation event for victims of hostile action to be held by the National Insurance Institute at the time referred to in section 3 or at a time close thereto, with the participation of the President of the State;
(4)in the Israel Defence Forces, as the Chief of the General Staff of the Israel Defence Forces or a person authorised by him for this purpose shall decide;
(5)in the Israel Police, as the Inspector General of the Israel Police or a person authorised by him for this purpose shall decide;
(6)in the Israel Prison Service, as the Commissioner of Prisons or a person authorised by him for this purpose shall decide;
(7)by educational and values-based activities to be held in educational institutions, including ceremonies and activities for the encouragement of enlistment in the Israel Defence Forces, and in particular to combat roles, to the extent that the Minister of Education shall so decide;
(8)by educational and values-based activities to be held in non-formal education frameworks, should they choose to do so;
(9)by appreciation events to be held at institutions of higher education, should they choose to do so.
(b)The Ministry of Heritage shall produce content for the commemoration of the heroism of the wounded of Israel's military campaigns and victims of hostile action and their coping with injury, which shall be used in the activities of the Appreciation Day.

Indemnification of the National Insurance Institute§

5.

The State Treasury shall indemnify the National Insurance Institute, upon its demand, for any expenditure it has incurred under this Law.

Implementation§

6.

The Minister of Defence is responsible for the implementation of this Law in respect of the wounded of Israel's military campaigns and the Minister of Labour is responsible for the implementation of this Law in respect of victims of hostile action.
