Purpose§

1.

The purpose of this Law is to establish a day for the commemoration of the letter of the 18 Jewish families from Georgia to the United Nations Human Rights Committee, dated the 22nd of Av 5729, requesting assistance in obtaining a permit to immigrate to Israel (in this Law – the Letter of the 18 Families), and for the commemoration of the role of that letter in the struggle for the immigration of Jews from the Soviet Union to Israel.

Day for the Commemoration of the Letter of the 18 Families§

2.
(a)Each year, on the 1st of Kislev, a day shall be held for the commemoration of the Letter of the 18 Families.
(b)Should the 1st of Kislev fall on a holiday, a day of rest or a day off, or on a memorial day or a national commemoration day, or on the day preceding any of the said days, the Day for the Commemoration of the Letter of the 18 Families shall be marked on the Tuesday of the following week.

Modes of Observance§

3.

The Day for the Commemoration of the Letter of the 18 Families shall be marked, inter alia –

(1)by a special debate in the Knesset, on the date referred to in section 2 or on a date close thereto; should the date referred to in section 2 fall during a Knesset recess, the Speaker of the Knesset may set another date for marking this day in the Knesset;
(2)by a central ceremony to be held by the Government, to the extent that it so decides;
(3)by educational and values-based activities to be held in educational institutions, to the extent that the Minister of Education so decides.

Implementation§

4.

The Minister of Heritage is responsible for the implementation of this Law.
