Purpose§

1.

The purpose of this Law is to establish an annual commemoration day for the purpose of increasing public knowledge and awareness of the field of mental health in general and of the unique and national aspects of society in Israel in particular, including of assistance, treatment and rehabilitation services, for the purpose of promoting recognition of the right of every person to mental resilience and mental health and of the right of persons coping with mental illness to equal participation in all areas of life, and for the purpose of reducing prejudice in this field.

Mental Health Day§

2.
(a)Every year, on 10 October, the date on which World Mental Health Day is marked, Mental Health Day shall be marked in Israel (in this Law – Mental Health Day).
(b)If Mental Health Day falls on a holiday, day of rest or day of cessation of work, or on a national day of remembrance or commemoration, or on the day preceding any such day, it shall be marked on the first weekday following that day.

Manner of Observance§

3.

Mental Health Day shall be marked, inter alia –

(1)in a special session of the Knesset plenum on the date referred to in section 2 or on a date close to it; if Mental Health Day falls during the Knesset recess, the Speaker of the Knesset may set another date for the marking of Mental Health Day in the Knesset plenum;
(2)at the President's Residence, as the President of the State shall decide;
(3)in the healthcare system, as the Minister of Health shall decide;
(4)at the Ministry of Welfare and Social Security, in the social services departments of local authorities and within the framework of welfare services provided by persons acting on their behalf, as the Minister of Welfare and Social Security shall decide;
(5)at the Ministry of Education and in the education system, to the extent that the Minister of Education shall so decide;
(6)at the Ministry of Labour, the Ministry of Construction and Housing, the Ministry of Justice, the Ministry of Aliyah and Integration and the Ministry of Culture and Sport, as the Minister responsible for that ministry shall decide, as the case may be;
(7)at the National Insurance Institute, as the Minister in whose area of responsibility the Institute falls shall decide;
(8)in the justice system, as the President of the relevant judicial instance shall decide, as the case may be;
(9)in the Israel Defence Forces, as the Chief of the General Staff of the Israel Defence Forces or a person authorised by him for this purpose shall decide;
(10)in the Israel Police, as the Inspector General of the Police or a person authorised by him for this purpose shall decide;
(11)in local authorities, as the head of the local authority shall decide, including through activity by a youth unit within a local education authority as defined in the Local Authorities (Head of Youth Unit and Student and Youth Council) Law, 5771-2011;
(12)through the activities of non-formal education frameworks, to the extent that they shall so decide.

Implementation§

4.

The Minister of Health is responsible for the implementation of this Law.
