Chapter VI: General Provisions

37. (a) The Minister is responsible for the implementation of this Law, and may, after consultation with the Minister of Public Security and with the approval of the Interior and Environmental Protection Committee of the Knesset, make Regulations on any matter relating to its implementation.

(b)Regulations relating solely to the defence establishment shall also be made with the consent of the Minister responsible for the relevant defence body; in this subsection, "defence body", "defence establishment" and "responsible Minister" – as defined in section 10.

38. (a) The Minister may, by Order, amend the First Schedule, with the consent of the Minister of Public Security and the Minister responsible for the legislation in respect of which the amendment is sought, and with the approval of the Interior and Environmental Protection Committee of the Knesset.

(b)The Minister may, by Order, amend the Second Schedule, with the consent of the Minister responsible for the legislation in respect of which the amendment is sought, and with the approval of the Interior and Environmental Protection Committee of the Knesset.

39. An environmental protection inspector or an environmental protection supervisor may exercise his powers under this Law against the State and its institutions, and with respect to the defence establishment – subject to the provisions of Chapter IV.

40. An employee of the Ministry of Environmental Protection who was authorised as an inspector by the Minister under the legislation listed in the First Schedule, in whole or in part, immediately before the commencement of this Law, shall be deemed to have been authorised as an environmental protection inspector under this Law for a period not exceeding two years from the date of publication of this Law or until his authorisation as an environmental protection inspector under section 4, whichever is the earlier, and the powers set out in this Law shall be vested in him, with respect to the legislation listed in the First Schedule.

41. (a) The provisions of this Law are in addition to the provisions of any other law and shall not derogate therefrom, unless expressly provided otherwise.

(b)Nothing in the provisions of this Law shall derogate from the powers of any other body to carry out supervision and enforcement of the legislation listed in the First Schedule and in the Second Schedule.

42. This Law shall come into force on the 1st of Av 5771 (1 August 2011), and with respect to section 36 – on the date of commencement of the Law for the Prevention of Asbestos and Harmful Dust Hazards, 5771-2011.
