Definitions§

1.

In this Law –

"resuscitation device" means an automatic external defibrillator designed to regulate the electrical activity of the heart by passing an electric current to the heart, in conditions of cardiac dysfunction resulting from a disturbance of its activity, which meets the requirements set by the Minister with the consent of the Minister of Health, and has been approved by the Unit for Medical Equipment and Devices at the Ministry of Health;

"public place" means a public place listed in the Schedule;

"holder of a public place" means one who holds or operates the public place;

"the Minister" means the Minister of Industry, Trade and Employment.

Placement of Resuscitation Devices§

2.
(a)The holder of a public place shall place in the public place, in a central and accessible location, at least one resuscitation device, and shall ensure its proper functioning, all in accordance with the provisions set by the Minister.
(b)The Minister shall set provisions regarding the location of the resuscitation device and signage in the public place directing to the resuscitation device, and may set different provisions for different public places; the Minister may likewise set public places in respect of which there shall be an obligation to place more than one resuscitation device.

Penalties§

3.

The holder of a public place who has not placed a resuscitation device or who has not ensured its proper functioning, contrary to the provisions under section 2, is liable to a fine as referred to in section 61(a)(1) of the Penal Law, 5737-1977.

Application to the State§

4.

The provisions of this Law shall apply also to the State, except to the security forces as detailed below, however provisions under this Law shall be set with the necessary modifications, in respect of –

(1)the Israel Defence Forces – in army orders, as defined in the Military Justice Law, 5715-1955;
(2)the Israel Police – in Israel Police orders, as defined in the Police Ordinance [New Version], 5731-1971;
(3)the Israel Prison Service – in service orders, as defined in the Prisons Ordinance [New Version], 5732-1971;
(4)units and sub-units of the Prime Minister's Office or the Ministry of Defence, whose principal activity is in the field of state security – in internal directives;
(5)operators included in an Order issued by the Minister of Defence under item 3 of the First Schedule of the Security in Public Bodies Regulation Law, 5758-1998 – in internal directives.

Amendment of the Schedule§

5.

The Minister may, with the approval of the Health Committee of the Knesset, by Order, amend the Schedule.

Implementation and Regulations§

6.

The Minister is responsible for the implementation of this Law, and may, with the approval of the Health Committee of the Knesset, make Regulations on any matter relating to its implementation, and may also appoint inspectors to supervise the implementation of this Law.

Commencement and First Regulations§

7.
(a)The commencement of this Law is four months from the date of commencement of the Regulations to be made under sections 1 and 2.
(b)The first Regulations under sections 1 and 2 shall be brought for the approval of the Labour, Welfare and Health Committee of the Knesset within sixty days of the date of its publication.

Schedule (Section 1)

1.§

Shopping malls requiring a licence under the Business Licensing Law, 5728-1968.

2.§

Government offices and local authorities on days on which they are open to the public, ordinarily visited by at least 500 persons.

3.§

Airports and seaports.

4.§

Vessels designed to carry at least 100 passengers and aircraft with at least 100 seats.

5.§

Central bus stations as defined in the Traffic Ordinance [New Version].

6.§
(a)Railway stations ordinarily visited by at least 500 persons per day, and railway stations of that kind belonging to a local railway that are situated within an enclosed structure.
(b)A national railway used for the carriage of passengers.
(c)In this item, "national railway" and "local railway" have the meanings assigned to them in sections 1 and 46 of the Railways Ordinance [New Version], 5732-1972, respectively.
7.§

Workplaces ordinarily employing at least 500 workers.

8.§

Sports stadiums with at least 500 seats.

9.§

A fitness studio as defined in the Fitness Studios (Licensing and Supervision) Law, 5754-1994, to which at least 500 permanent members have been admitted.

10.§

Old age homes and sheltered housing homes as defined in the Sheltered Housing Law, 5772-2012.

11.§

Prisons and detention facilities.

12.§

Hotels with at least 250 guest rooms.

13.§

Declared bathing places within the meaning of the Regulation of Bathing Places Law, 5724-1964, and public swimming pools.

14.§

Post-secondary educational institutions in which at least 500 persons study.

15.§

Banquet halls, event gardens and conference centres intended to accommodate at least 500 persons.
