Chapter IV: Miscellaneous Provisions

Application to Local Authorities in Judea and Samaria§

20.
(a)A local authority in Judea and Samaria shall be entitled to an allocation from the Fund under section 4, and from any amount that the Fund transfers to a local authority as aforesaid there shall be deducted the amount of the set-aside under section 5, up to the ceiling of the amount allocated to it in that year, all with the necessary modifications.
(b)The provisions of Chapter III with respect to local authorities shall apply with respect to local authorities in Judea and Samaria, with the necessary modifications.
(c)In this section, "local authority in Judea and Samaria" – a regional council listed in the Schedule to the Order on the Administration of Regional Councils (Judea and Samaria) (No. 783), 5739-1979, and a local council listed in the Order on the Administration of Local Councils (Judea and Samaria) (No. 892), 5741-1981, in the security legislation.

Annual Reports§

21.

The Ministers shall submit to the Finance Committee of the Knesset an annual report on the activities of the Fund, by 30 April of the following year; the report shall set out, inter alia, the manner of implementation of this Law, the extent to which its purposes have been achieved and the forecasts for its execution, the amounts of the allocations, the set-asides and the building permits granted, in respect of each local authority, and amounts transferred to the Fund from the state budget.

Implementation and Regulations§

22.

The Ministers are responsible for the implementation of this Law and may, with the approval of the Finance Committee of the Knesset, make Regulations for its implementation.

Commencement§

23.

This Law shall commence on the 20th of Tevet 5784 (1 January 2024) (hereinafter – the commencement day).

Transitional Provisions§

24.
(a)The appointment of members of the Fund Council shall be made within two months of the commencement day; if the member of the Fund Council referred to in section 6(a)(4) has not been appointed, a member of the academic staff of an institution of higher education in Israel who shall be selected by the deans of the faculties of social sciences at such institutions shall be appointed; for this purpose, "institution of higher education" – an institution that has been recognised or that has received a permit under the Council for Higher Education Law, 5718-1958.
(b)Until the appointment of the office holders referred to in section 15 –
(1)the internal auditor of the Ministry of the Interior shall conduct audits, at his discretion, of the Fund and the Fund Council;
(2)the Ministry of the Interior shall appoint an auditor for the Fund, and such auditor may be an auditor with whom the Ministry has an existing engagement;
(3)the legal adviser of the Ministry of the Interior or a person on his behalf shall provide legal advice to the Fund Council, as required.

Temporary Provision§

25.

Notwithstanding the provisions of section 5(a)(1), from the commencement day until the 11th of Tevet 5786 (31 December 2025), that section shall be read as if "27.5%" were substituted for "28%".
