Definitions§

1.

In this Law –

"Student Rights Law" – the Student Rights Law, 5767-2007;

"Council for Higher Education Law" – the Council for Higher Education Law, 5718-1958;

"institution of higher education" – an institution that is one of the following:

(1)an institution that has received recognition under section 9 of the Council for Higher Education Law;
(2)an institution that has received a permit certificate or approval under section 21a of the Council for Higher Education Law;
(3)an institution whose degree it confers has been recognised under section 28a of the Council for Higher Education Law;

"credit points" – credit points towards an academic degree in a course that is not a compulsory course in the student's curriculum;

"student" – a person who is studying a full study programme towards a first academic degree at an institution of higher education.

Credit Points for Social and Community Activity§

2.
(a)A student shall be entitled to two credit points once during the course of studies towards a first academic degree for an activity that is one of the following:
(1)social and community activity of at least 30 hours of voluntary work in an academic year; the institution of higher education shall establish a programme for the recognition of such activity as entitling credit points, after consultation with the students' union at the institution; the programme shall include, inter alia, provisions regarding the recognition of non-political and non-partisan bodies and organisations in which it will be possible to participate in such activity; for this purpose, "students' union" – as defined in the Student Rights Law, and if there is no such union at the institution – the representative student organisation as defined in the Student Rights Law;
(2)reserve service of at least 10 days in an academic year, even if not consecutive; in this paragraph, "reserve service" – as defined in the Reserve Service Law, 5768-2008.
(b)An institution of higher education shall have freedom of action to establish the programme referred to in subsection (a) in accordance with the types of first degree studied at it and the volunteer programmes practised at it.

Appointment of a Responsible Person§

3.

An institution of higher education shall appoint a responsible person on its behalf to serve as a liaison between the institution and the bodies and organisations recognised under the programme for social and community activity referred to in section 2.

Implementation and Regulations§

4.

The Minister of Education is responsible for the implementation of this Law, and may make Regulations for its implementation.

Commencement§

5.

This Law shall commence at the beginning of the 5779 academic year.
