Chapter IX: Water

Chapter IX – Commencement, Transitional Provisions and First Regulations and Rules§

63.
(a)The commencement of sections 130 to 133a and 137 of the Water and Sewerage Corporations Law, as worded in section 59(26) to (33) of this Law, shall be on the 3rd of Tevet 5777 (1 January 2017); however, the commencement of sections 130(b)(3a) and (c) of the Water and Sewerage Corporations Law as worded in section 59(26)(b) and (c) shall be on the date on which rules pursuant to section 131a of the Water and Sewerage Corporations Law, as worded in section 59(29) of this Law, are made; payment demands pursuant to section 133 of the Water and Sewerage Corporations Law that were issued before the said date shall be subject to the provisions of sections 130 to 137 of that Law as worded on the eve of that date.
(b)The commencement of section 6c(d) of the Water and Sewerage Corporations Law, as worded in section 59(3) of this Law, shall be on the 10th of Tevet 5775 (1 January 2015).
(c)(Repealed).
(d)Notwithstanding the provisions of section 26(c)(2) and (3) and (d) of the Water and Sewerage Corporations Law, as worded in section 59(9) of this Law, a company may continue the secondment of employees seconded as referred to in that section until the 1st of Adar Aleph 5774 (1 February 2014), or until the date approved by the Commissioner as referred to in that section for the secondment of the employees, whichever is later, provided that it submitted its request pursuant to the said section 26(d) by the 28th of Heshvan 5774 (1 November 2013).
(e)The provisions of section 63(a) of the Water and Sewerage Corporations Law, as worded on the eve of the commencement date of this Law, concerning the composition of the board of directors, shall continue to apply to a company in which, on the eve of the commencement date, nine members of the board of directors were serving, until the first date after the commencement of this Law on which the term of office of a director who is a member of a council or an employee of a local authority ends.
(f)First rules pursuant to sections 6c(c)(1) and 73(b) of the Water and Sewerage Corporations Law, as worded in section 59(3) and (22) of this Law, shall be prescribed by the 28th of Tevet 5774 (31 December 2013).
(g)First Regulations pursuant to section 6i(b) of the Water and Sewerage Corporations Law, as worded in section 59(3) of this Law, shall be brought for approval by the Economics Committee of the Knesset by the 9th of Tevet 5775 (31 December 2014).
(h)First rules pursuant to section 5(b1) of the Mandatory Tenders Law, 5752-1992, as worded in section 61 of this Law, shall be prescribed by the 9th of Tevet 5775 (31 December 2014); until such rules are prescribed, a company may engage, for the purpose of the purchase of goods, the performance of work or the purchase of a service, with a person who won a tender published by a public body that consolidates the majority of local authorities and is authorised to act on their behalf, all in accordance with the instructions of the Commissioner with the approval of the Authority Council.
(i)In this section, "Commissioner", "company", "regional company" and "Authority Council" – as defined in the Water and Sewerage Corporations Law.

Chapter X: Commencement

Commencement§

64.

This Law shall commence on the 25th of Av 5773 (1 August 2013) (in this Law – the commencement date), unless otherwise prescribed therein.
