Chapter IV: Ministerial Committee for Early Childhood Affairs and Budget

Ministerial Committee for Early Childhood Affairs§

18.
(a)The Government shall establish a Ministerial Committee for Early Childhood Affairs, and its members shall be: the Minister, who shall be the chairperson of the Committee, the Minister of Health, the Minister of Labour, Welfare and Social Services, the Minister of Finance and the Minister of the Interior.
(b)
(1)The Ministerial Committee shall deliberate on the multi-year national plan prepared by the Council and shall approve it with such amendments as the Committee shall decide;
(2)The budget for the implementation of the multi-year national plan shall be determined in the annual budget law as an additional budget under the budget item of the Ministry of Education, within the allocation for the budget for the implementation of the multi-year national plan for early childhood, unless the Ministerial Committee has determined otherwise; the Council shall supervise the implementation of the budget.

19.

The budget of the Council for the financing of its activities and expenses pursuant to the provisions of this Law, other than the budget for the implementation of the multi-year national plan for early childhood as referred to in section 18(b), shall be determined within the allocation for the Early Childhood Council, under the budget item of the Ministry of Education, in the annual budget law.

Chapter V: Implementation and Regulations

20 The Minister is responsible for the implementation of this Law, and may make Regulations with respect to all matters relating to its implementation.

Commencement and First Appointment§

21.
(a)This Law shall commence six months from the day of its publication (hereinafter – the commencement day); until the commencement day, members of the Council shall be appointed in accordance with the provisions of section 12.
(b)The Minister, with the approval of the Labour, Welfare and Health Committee of the Knesset, may, by Order, defer the commencement day by one period not exceeding three months.
