Section B: Commemoration Site

Commemoration Site§
21.
(a)A commemoration site shall be established at the Centre, which shall include an exhibition and exhibits relating to the life, deeds and legacy of David Levy in the spirit of the purposes of this Law.
(b)The site shall be open to the public and regular commemoration activities, museum activities and cultural, educational and information activities related to the deeds and legacy of David Levy shall be held therein.

Section C: Institute for the Study of the Heritage of David Levy

Institute for the Study of the Heritage of David Levy§
22.
(a)The Centre shall establish a research institute that shall act to deepen knowledge, including the promotion of social and political research, in all matters relating to the deeds and legacy of David Levy.
(b)The Institute shall conduct research activities for the purpose of realising the objects of this Law, including research groups, research seminars, public lectures and conferences with the participation of researchers, shall establish and operate a research and reference library, and shall publish research in the fields of its activity.
The Scientific-Educational Committee§
23.
(a)The Council, in consultation with the Director, shall appoint a scientific-educational committee comprising seven members, who are:
(1)two representatives who are academic staff members at a recognised institution, with expertise in fields of research and teaching relating to the activity of the Centre, in consultation with the Council for Higher Education;
(2)a representative of the Israel National Academy of Sciences and Humanities;
(3)three persons in the field of education with expertise in fields relating to the activity of the Centre;
(4)a representative of the local authority within whose area the Centre operates, who is engaged in the field of education or culture.
(b)The scientific-educational committee shall appoint from among its members the chairperson of the committee and the chairperson's deputy.
(c)The chairperson of the scientific-educational committee shall chair the meetings of the committee; the chairperson shall convene its meetings and shall determine their dates, venues and agendas; the provisions of section 9(d) and (e) shall apply to the procedures of the scientific-educational committee, with the necessary modifications.
(d)The scientific-educational committee shall advise the Director in all matters relating to the research and educational activity of the Centre.
Termination of Office§
24.

The provisions of section 12 shall apply, with the necessary modifications, also to members of the scientific-educational committee.

Section D: The Archive

Definitions – Section D§
25.

In this Section, "public archive", "the Archivist", "archival material" and "State institution" – as defined in the Archives Law.

Establishment of the Archive§
26.
(a)The Centre shall be entitled to establish and operate a public archive for the purpose of collecting, preserving and making accessible archival material that does not belong to a State institution or to a local authority, and material that shall be transferred to it as referred to in subsection (b), or to deposit the archival material it has collected in the State Archive or in another public archive; the provisions of the Archives Law shall apply to the establishment of such an archive.
(b)At the request of the Centre, the Archivist shall transfer to the archive open copies of archival material relating to the deeds and legacy of David Levy that is deposited in the State Archive.
Supervisor of the Archive§
27.

Upon the establishment of the archive, the Director shall appoint the supervisor of the archive in accordance with the provisions of the Archives Law.

Chapter III: Budget and General Provisions

Financing of the Activity of the Centre§

28.
(a)The establishment of the Centre shall be financed from the State budget and from donations; the activity of the Centre shall be financed, subject to the provisions of this section and to the provisions of section 29, from the State budget as required for the expenses of its existence, maintenance, development and management of the totality of its activities, as well as from donations and from revenues that the Centre may have.
(b)The amount of the State's participation in the budget of the Centre shall be determined, in each financial year, in the annual budget law as defined in the Budget Foundations Law; the amount of such participation shall not exceed NIS 2,500,000 per year – in the financial years 2026 and 2027, and NIS 5,000,000 per year – from the financial year 2028 onwards.

Budget§

29.
(a)The Council shall approve a proposed annual budget and shall submit it to the Minister for the Minister's approval; the budget requires the approval of the Minister of Finance.
(b)The budget year of the Centre shall be the same as the budget year of the State.

Prohibition of Transfer of Assets§

30.
(a)The Centre shall not be entitled to sell or otherwise transfer an asset in its ownership, except for assets whose particulars, including their type and value, have been prescribed in Regulations, without the approval of the Minister.
(b)The Centre shall not be entitled to mortgage an asset in its possession or to let it on lease for a period exceeding ten years, without the approval of the Minister; for this purpose, "to let it on lease for a period exceeding ten years" – includes a lease that confers a right to renew or extend it, or a lease for an additional period which, together with the previous lease periods, together exceed ten years.
(c)The Centre shall not take a loan exceeding an amount prescribed by the Minister in Regulations, without the approval of the Minister and the Minister of Finance.

Implementation and Regulations§

31.

The Minister is responsible for the implementation of this Law, and may make Regulations in all matters relating to its implementation, including with respect to the procedures of the Council.

Report to the Knesset§

32.

The Minister shall report to the Education, Culture and Sports Committee of the Knesset, in writing, once a year, on the implementation of the provisions of this Law in the year preceding the date of the report, including on the following matters:

(1)the staffing of the Council and its activity;
(2)the budget of the Centre, including the sources of financing and the utilisation of the budget;
(3)the activity of the Centre and its institutions.
