Chapter III: Additional Provisions

Interpretation§

13.

In this Law –

"adult" means a person aged eighteen years or over, or a married person even if that person has not yet reached the age of eighteen years;

"minor" means a person aged under eighteen years who is not married;

in this Law, except in relation to section 4 – "child" includes an adopted child, and "parents" includes the adoptive parents of an adopted child;

"foreign citizenship" includes foreign nationality, and "foreign citizen" includes a foreign national, but does not include a Palestinian national.

Dual citizenship and dual residence§

14.
(a)Except in the matter of naturalisation, the acquisition of Israeli citizenship is not conditional upon the renunciation of a previous citizenship.
(b)An Israeli citizen who is also a foreign citizen shall be regarded, for the purposes of the laws of Israel, as an Israeli citizen.
(c)A resident of Israel who lives abroad shall be regarded, for the purposes of this Law, as a resident of Israel as long as that person has not settled abroad permanently.

Certificate and registration§

15.
(a)An Israeli citizen may obtain from the Minister of the Interior a certificate attesting to that person's being an Israeli citizen.
(b)A person's Israeli citizenship shall be noted in that person's identity card, unless that person has requested that it not be noted.

Appeal to the Appeals Tribunal§

15a.

A decision under this Law by an authority listed in the Schedule to the Entry into Israel Law, 5712-1952, in matters listed in that Schedule, may be appealed pursuant to the provisions of Chapter IV-A of that Law.

Offences§

16.

A person who knowingly furnished false particulars in a matter relating to the acquisition or loss of Israeli citizenship, whether of that person or of another, is liable to imprisonment of up to six months or a fine of up to five hundred pounds, or both penalties together.

Implementation and regulations§

17.
(a)The Minister of the Interior is charged with the implementation of this Law, and may make Regulations on any matter relating to its implementation, including the payment of fees and exemption from payment thereof.
(b)The Minister of Justice may make Regulations concerning proceedings before the District Court under this Law, including appeals against decisions of the Court.

Repeal, co-ordination of laws and confirmation of validity§

18.
(a)The Palestinian Citizenship Orders (Palestine), 1925-1942, are void from the date of the establishment of the State.
(b)Any provision of law referring to Palestinian nationality or Palestinian nationals shall henceforth be read as if it referred to Israeli citizenship or Israeli citizens.
(c)Anything done during the period between the establishment of the State and the day of commencement of this Law shall be regarded as valid and subsisting, if it would have been valid and subsisting had this Law been in force at the time it was done.

Commencement§

19.
(a)This Law shall come into force on the 21st day of Tammuz 5712 (14 July 1952).
(b)The Minister of the Interior may, even before that day, make Regulations concerning the making of declarations under section 2(c)(2).
