Definitions§

1.

In this Law –

"Population Registry Law" – Population Registry Law, 5725-1965;

"address update" – the registration of a postal address or its amendment, pursuant to the provisions of section 2, or the registration of an additional postal address for a minor or its amendment, pursuant to the provisions of section 2a;

"registration officer" – as defined in section 4 of the Population Registry Law;

"authority" – an authority listed in the Schedule;

"resident" – as defined in the Population Registry Law;

"the Minister" – the Minister of the Interior.

Notification of Postal Address§

2.
(a)A resident may give the registration officer notification of a postal address; if a change occurs in a resident's postal address, the resident is required to give the registration officer notification thereof within thirty days of the date of the change; if a minor or an adult who is incapable of giving notification is under the resident's care, the resident shall give notification as aforesaid on that person's behalf.
(b)A resident who has not given the registration officer notification of a postal address shall be deemed to have the address registered in the Population Registry as that resident's postal address.

Additional Postal Address for a Minor§

2a.
(a)A parent of a minor whose registered address in the Population Registry is not the registered address of that parent's minor child may request the registration officer to register the parent's registered address in the Population Registry, the parent's postal address under section 2, or the parent's digital address, as an additional postal address for the minor; for this purpose, "digital address" – as defined in the Population Registry Law.
(b)Where a request as referred to in subsection (a) has been submitted, the registration officer shall register an additional postal address for the minor, subject to the provisions of section 18(d) of the Legal Capacity and Guardianship Law, 5722-1962.
(c)Where an additional postal address for a minor has been registered under this section, correspondence sent by an authority to a parent in respect of that parent's minor child shall be sent to the registered address of the minor or to the postal address registered for the minor in the Population Registry, and also to the additional address as aforesaid.

Duty of an Authority§

3.

An authority shall apply to the Minister, or to a person authorised by the Minister for that purpose, once a month, to receive a list of address updates from the month preceding the application, and the Minister shall transmit the list to the authority within 14 days; however, where the address is a digital address as defined in the Population Registry Law, the address shall be transmitted for the purpose of sending a message solely in accordance with the provisions of the Digital Communication with Public Bodies Law, 5778-2018.

Dispatch of Correspondence after an Address Update§

4.

Where an authority has dispatched a document by post after 50 days have elapsed from the date of an address update, to a person's previous postal address, the document shall be deemed not to have reached its destination, unless the contrary is proved; for this purpose, "postal address" – includes an additional postal address for a minor as referred to in section 2a.

Savings Provisions§

5.

Nothing in the provisions of this Law shall derogate from the provisions under the Population Registry Law.

Amendment of the Schedule§

6.

The Minister, with the approval of the Interior and Environmental Quality Committee of the Knesset, may amend the Schedule, including at the request of a body seeking to be included therein.

Implementation and Regulations§

7.

The Minister is charged with the implementation of this Law and may make Regulations for its implementation, including with respect to determining the categories of bodies that may request to be included in the Schedule.

Amendment of the Population Registry Law – No. 8§

8.

In the Population Registry Law, 5725-1965, in section 2(a), after paragraph (11) the following shall be inserted:

"(11a) a postal address as defined in the Address Update Law, 5765-2005, insofar as notification thereof has been given;".

Commencement§

9.

This Law shall commence on the 3rd of Shevat 5766 (1 February 2006).
