Chapter VII: Miscellaneous Provisions
Performance of electrical works§
A person holding a licence to perform work in a refrigeration or air conditioning system by virtue of this Law shall be regarded as holding a service-electrician's licence in respect of refrigeration or air conditioning systems under section 6 of the Electricity Law; nothing in the foregoing shall derogate from the provisions of any law, including the provisions of the Electricity Law.
Fees§
The Minister, with the approval of the Labour and Welfare Committee of the Knesset, may prescribe fees for the submission of an application for a licence, for the grant or renewal of a licence, for examinations required for the receipt of a completion certificate including appeals against examinations, and for training courses under section 17; in Regulations as aforesaid the Minister may prescribe different fee rates for the submission of an application for a temporary licence for a foreign expert or for its renewal under section 9 and for the grant of a temporary licence as aforesaid.
Implementation and Regulations§
The Minister is responsible for the implementation of this Law and may –
Amendment of the Electricity Law – No. 7§
In the Electricity Law, 5714-1954, in section 6, at the end thereof the following shall be inserted:
"(e) Without derogating from the provisions of subsection (a), a person may engage in the performance of electrical work in accordance with the provisions of the First Schedule to the Regulation of the Practice of Work in a Refrigeration or Air Conditioning System Law, 5785-2025, in the framework of work in a refrigeration or air conditioning system, if that person holds a licence to perform work in a refrigeration or air conditioning system under that Law.".
Amendment of the Administrative Courts Law – No. 148§
In the Administrative Courts Law, 5760-2000, in the First Schedule, in item 21, at the end thereof the following shall be inserted:
"(31) Regulation of the Practice of Work in a Refrigeration or Air Conditioning System Law, 5785-2025.".

In this Schedule –
"integral control and monitoring accessories" – ancillary parts of the system that are permanently connected and serve for monitoring, alerting and controlling the functioning of the installation;
"running-in of a refrigeration and air conditioning system" – the initial activation of a refrigeration or air conditioning system and the testing of its operating characteristics (such as electrical currents, refrigerant pressures, temperatures, air temperatures, air flow rate, refrigerant leaks);
"refrigerant recovery" – the removal of refrigerant from a refrigeration installation and its return to the refrigeration or air conditioning system;
"vacuum" – the removal of air from within the refrigeration or air conditioning system prior to the introduction of refrigerant;
"outdoor unit" – the condensing unit installed outside the conditioned space;
"indoor unit" – the evaporating unit installed inside the conditioned space;
"fan coil unit" – a unit that performs the operation of cooling or heating the air;
"motorised damper" – a motorised damper in an air duct intended to serve as a fire damper, smoke damper or regulation damper;
"heat exchanger" – an installation whose purpose is to transfer heat between the refrigerant and air or water, including an air-cooled or water-cooled condenser or evaporator;
"refrigerant recycling" – the removal of refrigerant from a refrigeration installation, its cleaning and its return to the refrigeration or air conditioning system;
"refrigerant charging" – the addition of refrigerant to a system to the extent prescribed by the manufacturer;
"expansion vessel" – a vessel that allows the absorption of excess water that expands as a result of heating;
"trapped person system" – a mechanism for alerting and protecting against a person being trapped in the cold room;
"refrigerant piping system" – piping and various accessories through which the refrigerant flows in a cyclical manner to create the cooling effect;
"integral electrical system of the refrigeration or air conditioning system" – a dedicated system forming part of a refrigeration or air conditioning system (part of the dedicated panel of the refrigeration or air conditioning system, supplied by the manufacturer or to its requirements or intended for that purpose);
"condensing battery" – a battery serving as a heat exchanger for the rejection of the heat absorbed in the conditioned space;
"chiller" – a central water cooling or heating unit;
"refrigerant evacuation" – the removal of refrigerant from the refrigeration or air conditioning system;
"refrigerant distribution valves" – a system for directing the refrigerant to the relevant space;
"dedicated bracket" – a rigid bracket on which the outdoor unit rests.
