Formulation of a Political-Security Strategy§

1.

Upon the formation of a new Government, the National Security Staff shall formulate the proposed political-security strategy of the State of Israel for the advancement of political and security interests for the purpose of strengthening the national resilience of the State of Israel.

Proposed Political-Security Strategy§

2.

The proposed political-security strategy referred to in section 1 shall address the basic assumptions regarding the political and security challenges and opportunities facing the State of Israel; it shall set out the threats and challenges and their ranking, as well as the means and ways of dealing with them, including a presentation of alternatives to the said detail; and it shall include, inter alia, the following:

(1)the political and security objectives, comprising the political and security goals and interests required for the purpose of ensuring the existence, strength and security of the State of Israel;
(2)the political and security challenges, comprising a mapping of the threats to the political-security situation, in an annual and multi-annual perspective, and an analysis of the political and security arenas, including the domestic arena, in the space, including in the cyber information space;
(3)any additional information required for the formulation and implementation of the political-security strategy.

Preparation of the Proposed Political-Security Strategy§

3.

The National Security Staff shall prepare the proposed political-security strategy pursuant to this Law in consultation with the bodies listed below, each body in accordance with its powers and functions under law:

(1)the Ministry of Defence, the Ministry of Foreign Affairs, the Ministry for National Security and the security bodies;
(2)other Government ministries as required in the opinion of the Head of the National Security Staff.

Alternatives to Components of the Political-Security Strategy§

4.

Should one of the bodies with which consultation was held as referred to in section 3 request to present an alternative to a component of the components set out in section 2(1) to (3), the National Security Staff shall include in the proposed political-security strategy the alternative as proposed by that body and the reasoned recommendation of the National Security Staff for the chosen alternative.

Approval of the Political-Security Strategy§

5.
(a)The Government shall approve the political-security strategy within five months of the date of formation of a new Government, after the proposed political-security strategy formulated by the National Security Staff has been laid before it and the alternatives and recommendations referred to in section 4 have been presented before it by the bodies that proposed them.
(b)Notwithstanding the provisions of subsection (a), the Government may decide to delegate its authority under subsection (a), in whole or in part, to the Ministerial Committee for National Security Affairs.

Making Amendments to the Political-Security Strategy§

6.

The Government, or the Ministerial Committee for National Security Affairs — if the Government has delegated its authority to it as referred to in section 5(b) — may make amendments to the political-security strategy, and the provisions of this Law shall apply in that regard with the necessary modifications.

Presentation of the Political-Security Strategy to the Knesset§

7.

Where the Government, or the Ministerial Committee for National Security Affairs — if the Government has delegated its authority to it as referred to in section 5(b) — has approved the proposed political-security strategy laid before it, it shall submit it to the Foreign Affairs and Defence Committee of the Knesset (hereinafter — the Foreign Affairs and Defence Committee) within 14 days of the date of its approval; the Prime Minister or the Head of the National Security Staff shall present the political-security strategy before the Foreign Affairs and Defence Committee at a sitting designated for that purpose.

Confidentiality and Publication§

8.

The political-security strategy shall be confidential and its publication is prohibited; however, the National Security Staff shall publish in the Reshumot (Official Gazette) and on the Government's website a summary of the strategy, shortly after its submission to the Foreign Affairs and Defence Committee.

Amendment of the National Security Staff Law – No. 2§

9.

In the National Security Staff Law, 5768-2008, in section 2(a) —

(1)after paragraph (5) the following shall come:

"(5a) to formulate the proposed political-security strategy, as defined in the National Security Strategy Law, 5785-2025;";

(2)in paragraph (6), the words "and multi-annual" shall be deleted, and after "the political-security situation" the following shall come: "with reference to the political-security strategy that was approved pursuant to the National Security Strategy Law, 5785-2025".
