Definitions§

1.

In this Law –

"discharged soldier" – as defined in the Defence Service Law [Consolidated Version], 5746-1986 (in this Law – the Defence Service Law);

"designated for voluntary defence service" – an Israeli citizen or resident of Israel in respect of whom a medical board has determined that he is unfit for service or temporarily unfit for service under the Defence Service Law and who is entitled to volunteer for defence service under that Law;

"designated for defence service" – a person designated for defence service, as defined in the Defence Service Law, whose regular service has been deferred, under that Law, by reason of his studies at a pre-military preparatory programme;

"pre-military preparatory programme" – an educational framework intended primarily for persons designated for defence service, for discharged soldiers and for persons designated for voluntary defence service, the purposes of which are to prepare the trainees for full service in the Israel Defence Forces and to educate them towards social and civic involvement;

"recognised pre-military preparatory programme" – a pre-military preparatory programme that has been recognised pursuant to the provisions of this Law.

Recognition of a Pre-Military Preparatory Programme§

(a)The Director-General of the Ministry of Settlement, or a person authorised by him for that purpose, shall recognise a pre-military preparatory programme in accordance with provisions prescribed by the Minister of Settlement, with the approval of the Education, Culture and Sports Committee of the Knesset, with respect to the manner of recognition of a pre-military preparatory programme and with respect to the conditions for such recognition.
(b)Provisions as referred to in subsection (a) may relate, inter alia, to the manner of incorporation of the pre-military preparatory programme, to its financial and organisational capacity, to the office holders therein, to the educational-academic programme to be conducted therein and to the physical and safety conditions required for its operation.

Budget§

3.
(a)The annual participation of the State Treasury in the budget of a recognised pre-military preparatory programme shall be the product of the sum of NIS 30,196 multiplied by the number of trainees in that programme; the said sum shall be updated in the manner and at the times determined by the Minister of Settlement.
(b)An annual budget for the participation of the State Treasury in the budgets of all recognised pre-military preparatory programmes under subsection (a) shall be determined in separate fields of activity, one half thereof under a budget item of the Ministry of Settlement and one half thereof under a budget item of the Ministry of Defence, in the annual budget law, provided that the said annual budget shall not be less than NIS 33 million; for this purpose, "field of activity" and "budget item" – as defined in the annual budget law within the meaning of the Budget Foundations Law, 5745-1985; the number of trainees in all recognised pre-military preparatory programmes to be taken into account for the purposes of the participation of the State Treasury as aforesaid shall not increase by more than 15% in any year compared with the preceding year.
(c)For the purposes of this Section, "trainee" – a discharged soldier, a person designated for defence service or a person designated for voluntary defence service who is studying at a pre-military preparatory programme.

Commencement§

4.

This Law shall commence in the 2009 fiscal year.
