Chapter IV: Director of the Authority and Its Employees

Director of the Authority§

18.
(a)The Minister shall appoint a Director for the Authority; the Director of the Authority shall be a State employee.
(b)The Director shall be responsible for the implementation of the functions of the Authority under this Law, and shall be directly subordinate to the Director General of the Ministry in accordance with the provisions of this Law.
(c)The term of office of the Director shall be four years, and the Director may be reappointed for one additional term of office of two years.

Employees of the Authority§

19.
(a)The employees of the Authority shall be State employees.
(b)The employees of the Authority shall act in accordance with the Director's instructions and shall be subject to the Director's supervision.

Chapter V: Budget of the Authority

Budget of the Authority§

20.
(a)The Authority shall prepare and submit to the Director General of the Ministry for approval, not later than 31 July of each year, the budget proposal of the Authority in respect of the following budget year.
(b)The budget of the Authority shall be determined in the annual budget law within the framework of the Ministry's budget item; for this purpose –

"annual budget law" and "budget item" – as defined in sections 1 and 3a of the Budget Foundations Law, respectively.

21.

The Authority shall prepare and submit to the Director General of the Ministry, no later than 1 April in each year, a report in respect of the implementation of the budget in the preceding year; the Authority shall transmit a copy of the report to the Labour and Welfare Committee of the Knesset.

Chapter VI: National Centre for Information and Research

National Centre for Information and Research§

22.
(a)The Authority shall establish and operate a National Centre for Information and Research whose function shall be to collect information, to process data, to conduct international comparisons, to analyse trends and to formulate recommendations in the fields of activity of the Authority.
(b)The National Centre for Information and Research shall conduct research on trends in the field of poverty and on the evaluation of programmes for the prevention and reduction of poverty; the research shall be conducted in coordination with the National Insurance Institute, as necessary.

Provision of information§

23.

Without derogating from any power vested in the Authority, and in accordance with the provisions of any law, the Authority may, for the purpose of performing its functions, through the National Centre for Information and Research, require a Government ministry, a local authority or a corporation established by law to provide it with any knowledge, document, report or output as defined in the Computers Law, 5755-1995, pertaining to its functions under the provisions of this Law, except for data that constitute personal information as defined in the Privacy Protection Law, 5741-1981, knowledge concerning a person's private affairs even if they do not constitute personal information as aforesaid, intelligence material as defined in Section 74 of the Criminal Procedure Law [Consolidated Version], 5742-1982, and information whose disclosure is prohibited under any law.

Maintaining confidentiality§

24.

A person who has received information for the purpose of implementing this Chapter shall not disclose its content, except in accordance with the provisions of this Chapter.

Chapter VII: Miscellaneous Provisions

Implementation and regulations§

25.
(a)The Minister is charged with the implementation of this Law, and may, with the approval of the Labour and Welfare Committee of the Knesset, make Regulations on any matter relating to its implementation.
(b)The Minister may require the Council, at any time, to report on any matter that falls within the scope of its functions and powers, except for a document or information to which a duty of confidentiality applies under any law.

Savings provisions§

26.

The provisions of this Law are intended to add to the provisions of any law and not to derogate from them.

Commencement§

27.

This Law shall commence six months from the day of its publication.
