Chapter VI: Implementation

Functions of the Education Council§

14.

The Minister shall consult with the Education Council before exercising any of the powers vested in the Minister under this Law, except for the powers vested in the Minister under sections 4(b)(3), 4(f), 5(b), 6(c), 7(b), 8 and 13, and except for the powers to grant approval and to prescribe the rate of payments under section 6(d).

Implementation and regulations§

15.
(a)The Minister is charged with the implementation of this Law and may make Regulations on any matter relating to its implementation.
(b)The Minister may prescribe by Regulations a duty of registration in addition to the duties under section 3, and regulate it in accordance with the provisions of section 21 of the State Education Law, 5713-1953, provided that the registration shall be carried out at an educational institution.

Commencement§

16.

This Law shall have effect from the date of its publication in Reshumot (Official Gazette); however, in the period between that date and the 13th day of Nisan 5710 (31 March 1950), the provisions of this Law shall be implemented only to the extent that the Minister shall prescribe by Order published in Reshumot (Official Gazette).
