Chapter III: Additional Provisions

Interpretations

13.

In this Law –

"adult" means – a person aged eighteen or over, or a married person even if they have not yet reached the age of eighteen;

"minor" means – a person under the age of eighteen who is not married;

In this Law, except with respect to Section 4 – "child" includes an adopted child, and "parents" includes the adoptive parents of an adopted child;

"foreign citizenship" includes foreign nationality, and "foreign citizen" includes a foreign national, but does not include a Palestinian national.

Dual Citizenship and Dual Residence

14.
(a)Except with respect to naturalization, the acquisition of Israeli citizenship is not contingent upon renunciation of a prior citizenship.
(b)An Israeli citizen who is also a foreign citizen shall be regarded, for the purposes of the laws of Israel, as an Israeli citizen.
(c)A resident of Israel who resides abroad shall be regarded, for the purposes of this Law, as a resident of Israel so long as he has not permanently settled abroad.

Certificate and Registration

15.

(a)An Israeli citizen is entitled to receive from the Minister of the Interior a certificate attesting to his being an Israeli citizen.
(b)A person's Israeli citizenship shall be noted in his identity card, unless he has requested that it not be noted.

Appeal to the Appeals Tribunal

15a.

A decision made under this Law by an authority listed in the Schedule to the Entry into Israel Law, 5712–1952, in matters listed in that Schedule, may be appealed in accordance with the provisions of Chapter Four 1 of that Law.

Offences

16.

A person who knowingly provides false particulars in a matter relating to the acquisition or loss of Israeli citizenship, whether his own or that of another, is liable to imprisonment of up to six months or a fine of up to five hundred pounds, or both penalties together.

Implementation and Regulations

17.
(a)The Minister of the Interior is responsible for the implementation of this Law, and may make Regulations concerning all matters relating to its implementation, including the payment of fees and exemption from the payment thereof.
(b)The Minister of Justice may make Regulations concerning proceedings in the District Court under this Law, including appeals against decisions of the Court.

Repeal, Coordination of Laws and Validation

18.
(a)The Palestinian Citizenship Order (Palestine), 1925–1949, is repealed from the date of the establishment of the State.
(b)Every provision of law referring to Palestinian nationality or Palestinian nationals shall henceforth be read as if it referred to Israeli citizenship or Israeli citizens.
(c)Anything done during the period between the establishment of the State and the date of entry into force of this Law shall be regarded as valid and subsisting, if it would have been valid and subsisting had this Law been in force at the time it was done.

Entry into Force

19.
(a)This Law shall enter into force on the 21st of Tammuz 5712 (14 July 1952).
(b)The Minister of the Interior may make, even prior to that date, Regulations concerning the making of declarations under Section 2(c)(2).
