Definitions§

1.

In this Ordinance –

"constitution of the Association" means the constitution of the Israel Scout Association approved by the Minister of Education and Culture after consultation with the Education and Culture Committee of the Knesset;

"scout" means a scout or leader within the meaning of the constitution of the Association;

"the Association" means the Association operating under the constitution of the Association.

The Association is a corporation§

2.

The Association is a corporation capable of incurring any obligation, right and legal act.

Restriction on use of Association uniforms§

3.

No person shall wear or bear, in public, a uniform, emblem, badge or insignia that have been designated under the constitution of the Association for use by authority of the Association – or that it is reasonable to regard as an imitation of such uniform or emblem – in a manner likely to create the impression that he is entitled under the said constitution to wear or bear them, unless by virtue of the constitution he is entitled to do so.

Restriction on sale of emblems§

4.

No person shall sell or offer for sale any article bearing an emblem, badge or insignia that have been designated for use by authority of the Association or that it is reasonable to regard as an imitation of what has been so designated, unless he has first obtained, in accordance with the provisions of the constitution of the Association, written authority to do so.

Unlawful exercise of authority§

5.

No scout shall seek or attempt, by virtue of wearing a uniform or bearing an emblem, badge or insignia that are of the Association or purport to be so, to exercise or enforce any authority otherwise than in accordance with the constitution of the Association and as authorised therein.

False claim of connection with the Association§

6.

No person shall establish or organise a body or group of persons claiming or purporting, without having been authorised to do so under the constitution of the Association, to be scouts or to be connected in any way with the Association, nor shall he work with them or have any interest in their establishment, organisation or working with them.

Penalties§

7.

A person who contravenes the provisions of this Ordinance is liable to imprisonment of one month or a fine of 150 liras.
