Quarantine Service (2)§

1.

The Director General of the Ministry of Health (hereinafter – the Director) shall maintain a quarantine service for the protection of public health and food safety, including by means of preventing the penetration of epidemics into Israel by land, sea or air or their transfer from Israel to other countries.

Appointment of Officers (3)§

The Director may appoint to the quarantine service government physicians and other officers to carry out the medical examination of aircraft, vessels, vehicles and persons and to take such other measures as may be prescribed.

Power to Make Regulations (5)§

3.

The Director may, with the approval of the Minister of Health, make Regulations on the following matters:

(1)the organisation, procedures and activities of the quarantine service;
(2)the functions and duties of quarantine service officers;
(3)the places and manner of entry and departure of aircraft, vessels and vehicles, of embarkation and disembarkation, and of entry and departure of persons;
(4)the inspection, disinfection and detention of aircraft, vessels, vehicles and persons arriving or departing by sea, land or air, and the supervision of their movements;
(5)the fees payable for quarantine services or in connection therewith;
(6)the fines to be imposed on vehicles, vessels and aircraft for breach of the Regulations;
(7)any matter dealt with in any international health or sanitary convention for the time being in force;
(8)the prevention, generally, of the penetration of epidemics into Israel or their transfer therefrom.

Penalties (4)§

4.

A person who contravenes a regulation made under this Ordinance is liable to imprisonment for six months.

Power to Compound (4a)§

5.
(a)The Director or another officer authorised for that purpose by the Minister of Health by Order may compound any offence or act committed, or in respect of which there is reasonable suspicion that it was committed, by any person in contravention of the provisions of a regulation made under this Ordinance, by accepting from that person a sum of money not exceeding the fine to which that person is liable in respect of the offence or act.
(b)Where a sum as aforesaid has been paid to the Director or to the authorised officer, no further proceedings shall be taken against the person whose offence has been compounded, and if that person is in custody – he shall be released forthwith.
