Prohibition§

1.
(a)A person shall not sell or distribute Torah scrolls or scrolls whilst presenting them as fit unless they are fit in accordance with Torah law.
(b)A person shall not sell or distribute phylacteries or mezuzot unless the Chief Rabbinate or a local rabbinate has certified their fitness.

Penalties§

A person who contravenes the provisions of this Law is liable to imprisonment of one year or a fine as referred to in section 61(a)(2) of the Penal Law, 5737-1977; however, in respect of section 1(b) it shall be a good defence for the accused if the accused proves that the phylacteries or mezuzot were fit.

Implementation and Regulations§

3.

The Minister of Religious Affairs is responsible for the implementation of this Law and may make Regulations for its implementation, including Regulations concerning the marking of rabbinate certification on phylacteries and mezuzot or attached thereto.
