Definitions§
In this Law –
"parent" – includes a guardian and any person in whose custody the minor is held by law;
"Sports Law" – Sports Law, 5748-1988;
"Business Licensing Law" – (Repealed);
"instructor" – the holder of a certification certificate under the Sports Law for instruction in the sport branch of physical fitness and health, including the holder of a temporary permit under that Law;
"instructor for the training of minors" – an instructor whose certification certificate or temporary permit attests that he has undergone appropriate training for the instruction of minors at a fitness studio, as determined by the Minister;
"fitness studio" – a place where persons train using equipment that activates the muscles under conditions of physical exertion;
"trainee" – a person who uses equipment at a fitness studio;
"minor" – a person who has not yet attained the age of 18 years;
"licence" – (Repealed);
"the Minister" – the Minister of Science, Culture and Sport.

Professional Instruction§
"hotel" – as defined in the Tourism Services Law, 5736-1976;
"new trainee" – a person who declared upon registration at the studio that the person is training at a fitness studio for the first time.

Penalties§
A person who contravenes the provisions of section 3 and a person who enables another person to train at a fitness studio in contravention of the provisions of section 4 is liable to double the fine prescribed in section 61(a)(2) of the Penal Law, 5737-1977.
Preservation of Provisions§
This Law comes to add to the provisions of any law and not to derogate therefrom.
Implementation and Regulations§
The Minister is charged with the implementation of this Law, and the Minister may, after consultation with the Minister of Health and with the Education and Culture Committee of the Knesset, make Regulations on any matter relating to its implementation.
Amendment of Business Licensing Law No. 9§
In the Business Licensing Law, 5728-1968, after section 2c the following shall be inserted:
"Fitness studios
2d. (a) A licence shall not be granted to a fitness studio except after consultation with a person whom the Minister of Education and Culture has authorised for that purpose, and after all of the following conditions have been fulfilled:
Commencement§
This Law shall commence 90 days from the date of its publication in Reshumot (Official Gazette).
