By virtue of my authority under sections 3a, 3b and 4 of the First Aid Studies and Maintenance of Resuscitation Devices and First Aid Kits in Schools Law, 5761-2001 (hereinafter – the Law), in consultation with the Minister of Health and, in respect of regulation 2 – with his approval, and except in respect of Chapter II – with the approval of the Education, Culture and Sport Committee of the Knesset, I hereby make these Regulations:

definitions§

1.

In these Regulations –

"Medical Equipment Law" – Medical Equipment Law, 5772-2012;

"the Director" and "the Register" – as defined in the Medical Equipment Law;

"the registration certificate" – as its meaning in the Medical Equipment Law.

Chapter I: Maintenance of a Resuscitation Device

Requirements for a Resuscitation Device§

2.

A resuscitation device shall be of a type that the Director has registered in the Register as a resuscitation device intended for placement in a public place and in accordance with that registration, and it shall be portable, easy to carry and intended for use on adults and on children.

Obligation to Maintain a Resuscitation Device§

3.

The keeper of a school in which more than 500 pupils study shall place at least one resuscitation device in a central and accessible location within the school in their keeping, available during all hours of activity of the school.

Resuscitation Device Station§

4.
(a)The keeper of a school shall place the resuscitation device inside a fixed dedicated cabinet for the storage of a resuscitation device (hereinafter – resuscitation device station), which can be opened easily and from which the resuscitation device can be removed with ease; the resuscitation device station shall be positioned, as far as possible, adjacent to the location where the first aid kit is placed.
(b)A resuscitation device station shall be positioned in a safe manner and location that does not endanger the pupils, and in any event at a height of not more than 160 centimetres and not less than 140 centimetres from floor level.
(c)The keeper of a school shall place a sign on the resuscitation device station or beside it, in accordance with the provisions of regulation 11 and the diagram in the First Schedule.

Sign Directing to a Resuscitation Device§

5.

The keeper of a school shall place a sign directing to the resuscitation device in accordance with the provisions of regulation 11 and the diagram in the Second Schedule, with the necessary markings and modifications; such a sign shall be placed in a conspicuous location, as set out below:

(1)in the school building – on stairwells on every floor, whether or not a resuscitation device station has been placed on that floor, such that the distance between one sign and the next on the same floor does not exceed 50 metres;
(2)adjacent to the entrance to the school and also to every building of the school, if the school has several buildings.

Order of Actions when Using the Resuscitation Device§

6.

The keeper of a school shall place, adjacent to the resuscitation device station, in a conspicuous location, a sign setting out the order of actions for treating a person who requires treatment by means of a resuscitation device, in accordance with the diagram in the Third Schedule (hereinafter – the order of actions); an additional printed copy of the order of actions shall be placed inside the resuscitation device station.

Periodic Serviceability Inspections§

7.
(a)The keeper of a school shall ensure the serviceability of the resuscitation device and shall ensure that a periodic serviceability inspection is carried out in accordance with the manufacturer's instructions, to be performed by a professional representative of the manufacturer or importer of the device, in a manner that does not derogate from the provisions set out in the registration certificate.
(b)The keeper of a school shall appoint a person responsible who shall check once a week the integrity of the device, the serviceability of the batteries, the indicator light attesting to the serviceability of the resuscitation device, if any, the presence of the adhesive pads required for operating the device and their validity, and also that the resuscitation device station can be opened easily if a door or fastener has been fitted to it; if the person responsible finds in the course of this inspection that the validity of the adhesive pads is about to expire, they shall arrange for their replacement before their expiry.
(c)The keeper of a school shall appoint a person responsible who shall ensure that the adhesive pads accompanying the resuscitation device are replaced immediately after every use of the resuscitation device that included the use of the accompanying adhesive pads, and that the stock of adhesive pads required for proper future operation of the device is replenished.
(d)The keeper of a school shall be responsible for documenting and retaining the results of the inspection and for specifying the inspection dates under sub-regulations (a) and (b); a copy of the inspection results from the last month, conducted under sub-regulation (b), shall be kept in an accessible location adjacent to the resuscitation device station; the results of inspections conducted in at least the last 12 months shall be kept at the offices of the keeper of the school.

Chapter II: Placement of a First Aid Kit

Obligation to Place a First Aid Kit§

8.
(a)The keeper of a school shall place at least one first aid kit in a central and accessible location within the school in their keeping.
(b)The keeper of a school shall place a sign on the first aid station or beside it in accordance with the provisions of regulation 11 and the diagram in the Fourth Schedule.

Contents of a First Aid Kit§

9.

A first aid kit placed in a school shall include the items listed in the Fifth Schedule.

Serviceability Inspections§

10.
(a)The keeper of a school shall ensure the serviceability and integrity of the first aid kit.
(b)The keeper of a school shall appoint a person responsible who shall check the integrity of the first aid kit once a fortnight.
(c)The keeper of a school shall be responsible for documenting and retaining the results of the inspection and for specifying the inspection dates under this regulation; the results of inspections conducted in at least the last 12 months shall be kept at the offices of the keeper of the school.

Chapter III: Signage

Additional General Provisions concerning Signage§

11.

The keeper of a school shall ensure that a sign placed pursuant to regulations 4(c), 5 and 8(b) fulfils all of the following:

(1)it is made of rigid material;
(2)it is fixed in place in a manner that prevents it from being moved, removed or shifted;
(3)if the sign is placed in a dark location – appropriate lighting arrangements shall be installed, such that the full content of the sign is illuminated, or a glow-in-the-dark sign shall be placed;
(4)the text on the sign shall be in clear and legible printed letters and in the language appropriate to the population that ordinarily resides in the school.

Chapter IV: General Provisions

Transitional Provision§

12.

Until the commencement of the Medical Equipment Law, for the purposes of these Regulations a resuscitation device registered in the Register of Medical Accessories and Devices maintained at the Ministry of Health (hereinafter – the Register of Medical Accessories and Devices) shall be regarded as registered in the Register referred to in regulation 2, and the registration conditions set for the device in the Register of Medical Accessories and Devices shall be regarded as provisions set out in the registration certificate as their meaning in regulation 7(a); the registration of such a device shall remain valid until the expiry of its registration period, unless it was deleted prior to that in accordance with the provisions of the Medical Equipment Law.

Application§

13.

The provisions of sections 3a and 3b of the Law shall apply to all schools as referred to in those sections, with effect from the 19th of Nisan 5781 (1 April 2021).
