Definitions§
In this Law –
"the Index" – the Consumer Price Index published by the Central Bureau of Statistics;
"salary" – employment income within the meaning of section 2(2) of the Income Tax Ordinance [New Version], paid in money;
"office holder" – any of the following:
"the average wage" – as defined in the National Insurance Law [Consolidated Version], 5755-1995.
Freeze of Update of Salary of an Office Holder in 2025§
In 2025, the salary of an office holder as referred to in paragraphs (1) and (2) of the definition of "office holder" in section 1 shall not be updated in accordance with the change in the average wage, and the salary of an office holder as referred to in paragraphs (3) and (4) of that definition shall not be updated in accordance with the change in the Index.
Update of Salary of an Office Holder in 2026§
For the purpose of updating the salary of an office holder on the 12th of Tevet 5786 (1 January 2026), one of the following shall be taken into account, as the case may be:

The provisions of sections 2 and 3 shall apply notwithstanding anything provided in any law, and notwithstanding anything provided in any provision or decision made pursuant to any of the following:
Implementation§
The Minister of Finance is charged with the implementation of this Law.
